This is the ruling in the Trump IRS case, in which Trump’s IRS and Treasury settled with Trump, gave him immunity from the IRS, etc. I am still reading it, but I do want to note this irony: the question at issue is whether Trump and the IRS/Treasury are genuinely adversaries.
